Nearly ten years before the transition of the former Lakeshore Mental Health Institute campus into a public park, the ETCDC worked with the institute to develop a walking and jogging trail for the staff and residents. These trails became the foundation of today’s park in 1993 when the State and the City of Knoxville started with 60 acres of shared park space. The trails were then opened to the general public in 1995 and soon after the ball fields and soccer fields were added to public use. After the closing of the hospital in 2012, the entire campus became a park and home to the City of Knoxville Parks and Recreation Department.
