Architect DeWayne Pendley led the design efforts of the ETCDC in developing a long-range master plan for the 461-acre camp located on Norris Lake in Anderson County. Changes and upgrades to the camping experience and a desire to make better use of the opportunities provided by their property, the Girl Scout Council needed a comprehensive master plan. Building improvements, new tent platforms and cabins, and an extensive new trail system were features of the proposed plan. Site boundary definition and encroachment issues were also addressed securing full use of the entire site.
