Community involvement led to an effort to revitalize the neighborhood commercial district in the Vestal Community of South Knoxville. Early efforts and the existence of a plan supported by the ETCDC led to securing a State Grant called the Bicentennial Neighborhood Initiative (B.N.I.) in celebration of Tennessee’s founding in 1796. New streetscape work, blighted property acquisition and removal, and a permeable paver parking lot for the businesses. With this plan the neighborhood secured a place in the later Empowerment Zone and has led to a greenway trailhead gateway and inclusion in the City of Knoxville’s façade enhancement program. The ETCDC has developed several Vestal facade enhancements including: King Tut’s Restaurant, the former Pease Furniture Building, and for the Shops at Vestal.
