With assistance from the ETCDC, the Vestal community received a state grant called the Bicentennial Neighborhood Initiative (B.N.I.) in celebration of Tennessee’s founding in 1796.

These grant funds were used to develop the Vestal Vision Plan.

Community involvement led to an effort to revitalize the neighborhood commercial district in the Vestal Community of South Knoxville. Community involvement led to an effort to revitalize the neighborhood commercial district in the Vestal Community of South Knoxville. Early efforts and the existence of a plan supported by the ETCDC led to securing a State Grant called the Bicentennial Neighborhood Initiative (B.N.I.) in celebration of Tennessee’s founding in 1796. New streetscape work, blighted property acquisition and removal, and a permeable paver parking lot for the businesses. With this plan, the neighborhood secured a place in the later Empowerment Zone and has led to a greenway trailhead gateway and inclusion in the City of Knoxville’s façade enhancement program. The ETCDC has developed several Vestal facade enhancements including King Tut’s Restaurant, the former Pease Furniture Building, and the Shops at Vestal.
