The Change Center Board requested assistance from the East Tennessee Community Design Center (ETCDC) to develop a vacant warehouse space into a Multipurpose Complex. The groups’ mission is to provide a refuge and create a beneficial diversion for Knoxville’s urban youth. The building is connected to Overcoming Believers Church (OBC) located on Harriet Tubman Street. Damon Falconnier and Graham Fox architects with Falconnier Design served as volunteers for the project.
